(Sunday Deadline) Being able to trade a re-sign slot (rule in body of message)

We've had something come up in a trade (see: Tampa and New York) and I've made a tentative ruling to allow it on a limited basis. However, I wanted the leagues opinion before I allow it to go through. The trade deadline is Sunday so you have until then to vote and override the rule.

I propose we handle this in the following manner.

Rule: A team can transfer their re-sign rights to 1 player a year to another team as long as it meets the following conditions.
1. It will be counted against the team that traded the rights as if they re-signed a player and they will be unable to re-sign another player.
2. The trade must include a player on the final year of their contract coming from the team that is sending their re-sign rights.
3. The re-sign slot transfers to the new team to give them an extra re-sign slot.
4. The re-sign can ONLY be used on a player that was in the trade it was transferred in.
5. If no player in the trade re-signs as the result of any reason -- be it they refused to re-sign or simply were not offered -- the re-sign slot is still burned but cannot be transferred further.

Applying this to the trade we are looking it would function like so.

1. Tampa would send Warren Moon and their re-sign rights to New York.
2. Tampa would have 0 re-signs. New York would have 2.
3. One of the New York re-signs can ONLY be used on Warren Moon and no other player.
4. If New York decides to not re-sign Moon or he refuses to re-sign, that is just tough luck. The spot is still reserved for only Moon and cannot be transferred to another player or sent back to Tampa.
5. The re-sign rights can only be traded once.
6. Each team is limited to acquiring only one extra re-sign slot per season. No stockpiling.
7. At the end of the season these reset back to 1 for all teams.

I always thought you were a retard when I listened to your song writing abilities. Seriously, what country song writer pens a line "high atop the siera nevadas drinking pina colladas in the summer tropical weather" and isn't a total idiot?  Do you understand the Sierra Nevadas are not tropical and are snow covered 95% of the year?
